California to be carbon neutral by 2045

Jerry Brown on Monday signed two measures created to push the state to 100 percent renewable electricity and so-called carbon neutrality by 2045.

Brown also signed an executive order setting a target of 2045 to achieve carbon neutrality. Jerry Brown signed legislation Monday making California the first state to set a goal of 100 percent renewable energy by 2045, despite concerns about increased electricity costs.

A new California law says the state must phase out fossil fuels from its electrical grid by 2045. It's hoped that California will eventually become carbon neutral, removing as much CO2 from the atmosphere as it emits. Another 9 percent comes from nuclear plants.

The renewable energy measure also would require California's utilities to generate 60 percent of their energy from wind, solar and other specific renewable sources by 2030.

As Mexico, Canada, and other USA states seek to lower emissions, North America will continue to be one of the largest energy storage markets in the world for many years.

"California is committed to doing whatever is necessary to meet the existential threat of climate change", Brown said in his signing message for the bill.

Opponents also noted that transportation - mostly gasoline and diesel fuel burned by cars and trucks - generates 41 percent of the state's greenhouse gas emissions, more than double the 16 percent that power plants produce.

The Global Climate Action Summit will bring more than 5,000 government officials, business executives and environmentalists together in what is being billed as the largest meeting of "nonstate actors", who can play a key role in preventing the worst impacts of rising global temperatures. "Planning needs to start now to allow a smooth transition to a 100% clean electricity system, avoiding stranded investments and driving better outcomes for families and businesses across California". Democratic State Senator Kevin de Leon wrote the bill.
