Heavy rainfall expected in Northern Utah, flash flood watch issued

Arizona should see the heaviest rain, the National Hurricane Center said, where up to a half-foot of rain is possible in some areas.

Meteorologist Matthew Strauser filmed a video of the tropical storm, formerly a hurricane before it weakened over the weekend, as it hit his location.

Rain from the remnants of Tropical Storm Rosa slowed the Phoenix area's morning commute traffic as authorities prepared for potential flooding across the desert Southwest.

According to the National Weather Service, by the time Phoenix had reached 2.36 inches of rainfall at Phoenix Sky Harbor International Airport on Tuesday evening, Phoenix had marked the not only the rainiest Oct. 2 in its weather history, but the wettest October day ever.

Tropical Storm Sergio was growing in the Pacific and could become a hurricane Monday, though it posed no immediate threat to land. About 10 vehicles including a bus were at a standstill in the water or trying to drive through it.

It's centered about 870 miles (1,400 kilometers) south-southwest of the southern tip of the Baja California Peninsula and has been heading west at 13 mph (20 kph).

The U.S. National Hurricane Center says the storm now has sustained winds of 115 miles per hour (185 kph), making it a Category 3 storm.

Several schools also were closed because of rains and related power outages.

Utah Gov. Gary Herbert mobilized about 200 National Guard soldiers Monday to prepare for potential flooding in areas where recent wildfires left burn scars that could increase runoff.

Rosa is forecast to make landfall early Tuesday with more than 11 million people under a flash flood watch in the Southwest, CNN meteorologist Michael Guy said.

The National Weather Service earlier announced flash flood watches through Wednesday for areas including southern Nevada, southeastern California, southwestern and central Utah and the western two-thirds of Arizona.

By Tuesday afternoon, Rosa will head toward the deserts of Arizona.

Parents and surrounding neighbors say when it rains, it really pours in this area and they aren't exactly surprised by the school's flooding.

Ali Chuk, a Native American community with 162 people, had been evacuated Tuesday night.

Rosa, a hurricane that was downgraded to a tropical storm and then to a tropical depression, reportedly killed one person in northwestern Mexico before moving north into the U.S.

As it moves northeast, the storm will dump 2 to 4 inches of rain on much of Arizona, with up to 6 inches in the mountains.

Rogers warned that even a short outburst of rain could still cause flooding in some areas.
