According to Kaboly's source, a franchise tag for Bell this offseason would be considered the third whether the running back reports by the November 13 deadline or not.

Le'Veon Bell has still not reported to the Steelers to sign his franchise tender for the 2018 season. He has lost $855,529 for very week he's missed so far.

The Steelers running back, idle all season after refusing to sign his $14.5 million franchise-tag tender, posted two tweets - both in upside down text - on Wednesday in which he defended his holdout and refused to apologize to teammates or fans.

Clearly, based on this report, that doesn't mean he'll be returning to the team. He needs three games at full pay to have the season credited.

If Bell fails to report, the transition tag would be around $14.5 million, or 120 percent of his $12.1 million franchise tag from 2017, since that's the a year ago he played.

A source told Mark Kaboly of The Athletic that Bell is not a lock to sign his franchise tender prior to the November 13 deadline after he learned that it would still be considered the third time the Steelers use the franchise tag on him if they choose to go that route again this offseason.
