Trump long claimed Mexico would pay for the wall, but instead the bill would be paid by USA taxpayers as part of funding for the Homeland Security Department.

Trump noted in a tweet on Tuesday that a wall on America's southern border will pay for itself within two months. Under the new budget deadline, funding for the Homeland Security Department and a number of other federal agencies will xpire on December 21 unless Congress sends Trump spending legislation before then that he signs. The former president will lie in state in the Capitol Rotunda ahead of a service at the National Cathedral on Wednesday.

While Democrats would have preferred a one-week bill, they will not object to approving the two-week stopgap, according to a Democratic aide.

Special Counsel Robert Mueller's investigation of Russia's meddling in the 2016 US presidential election would continue, according to congressional aides.

Trump might also be waiting to shut down the government until Democrats are in charge so that he can blame it on them.

Trump first talked about shutting down the entire southern border back in November.

But it's unclear if that would satisfy the president, who could see the chances of a border wall fade when Democrats take over the House in January. House Republicans have passed a spending bill that includes $5 billion for the president's proposed border wall, while Senate Democrats have proposed $1.6 billion for the project.

Trump told reporters on Air Force One on Saturday he would be willing to sign a two-week funding extension to allow for ceremonies honoring Bush.

Trump said he's likely to sign the short-term CR into law, which would prevent a partial shutdown of operations at the nine Cabinet departments and dozens of smaller agencies still without full-year appropriations.

Besides the funding bill, Congress is considering a sweeping criminal justice package with sentencing reforms, a farm bill that's a top priority of Senate Majority Leader Mitch McConnell and other items before they adjourn for the year. John McCain, which was marked by implicit references to Trump and his behavior as president.

"The $1.6 billion ... the language is broader than just a wall, so I think that that could probably be agreed upon, which was a figure in the Senate bill", Hoyer said.

Almost three-quarters of the federal government has been funded for the fiscal year that runs through September 30, 2019, but a stalemate remains over wall funding and several remaining federal agencies, including the Justice and State departments.
