But Tony Evers (EE'-vers) says he'll first make a personal appeal to Republican Gov. Scott Walker to veto the legislation.

A spokesperson for Walker says the governor is reviewing the bills.

The measure effectively serves to strengthen the state legislature, both chambers of which will remain Republican-controlled.

The GOP power grab comes after North Carolina lawmakers took similar steps two years ago and as Michigan Republicans discuss taking action before a Democratic governor takes over in that state.

Following a midterm election that saw them lose all statewide offices, Wisconsin Republicans began drafting a plan to hamstring their newly-elected Democratic rivals.

"We're seeing more and more public policy issues being addressed in the courts, rather than exclusively in the legislative branch", he said.

American Family Association (AFA) General Counsel Abraham Hamilton, III, contends that Republicans would be crying foul if the situation was reversed.

The Republican-controlled Wisconsin Legislature has approved a sweeping package of bills weakening the incoming Democratic governor and attorney general. The State Assembly also approved the bill along party lines later on Wednesday.

The bills - passed by a 56-53 margin with all Dems and several Republicans voting against them - would create a parallel commission called the Education Accountability Policy Commission that would be stacked with appointees from outgoing Gov. Rick Snyder and GOP Senate and House leadership.

Evenson didn't give a time frame for when Walker would act.

The attorney general's office, meanwhile, wouldn't be allowed to withdraw from federal lawsuits. That move is created to block Democratic Gov. -elect Tony Evers from allowing the incoming attorney general, Democrat Josh Kaul, to withdraw Wisconsin from a multistate lawsuit challenging the Affordable Care Act. A bill that won Senate approval on a 25-12 vote over Democrats' objections would influence how Benson implements a new voter-approved constitutional amendment that establishes an independent redistricting commission to draw congressional and legislative maps instead of the partisan Legislature.

Democrats say the measure provided inadequate coverage and would cause premiums to skyrocket.

The votes early Wednesday were the height of a rare lame-duck legislative session.

Republicans in MI and Wisconsin have defended the laws as good-faith efforts to improve state government.

One provision allowing lawmakers to replace the attorney general with their own attorneys was stricken following all-night negotiations among Republicans. But before they are sworn, GOP legislators are hoping to enact laws limiting or affecting the Democrats' powers.

The changes would also weaken the governor's ability to put in place rules that enact laws. The Legislature, not the governor, would have the majority of appointments on the state's economic development agency that Evers has said he wants to dismantle.

Republicans dispute criticism that the legislation would undermine the role of the attorney general. Currently, each county has the power to decide their early voting terms, and many Democrat-dominated counties have a six-week period to vote early.

Scott Walker is on his way out, defeated in November by Democratic Gov. -elect Tony Evers.

Democrats countered that the legislation is an unconstitutional overreach.

The Assembly passed the bill 59-32 early Wednesday morning.

The American Civil Liberties Union of MI, which backed the Proposal 3 ballot initiative, said it was "very happy" with the progress after the Senate made changes to the legislation.

Wisconsin Gov. Scott Walker (R) has steadily amassed power during his eight-year tenure.
